Offensive photo exhibit

I was shocked last Tuesday when I observed the photo exhibit in the Fresno City Hall lobby. Its was sponsored by El Concilio De Fresno. Featured were photos by George Elfie Ballis.
The photos were taken during the time Cesar Chavez was organizing farm laborers. One particular caption was offensive. The photo showed some farm laborers working in a field with a Tulare County deputy sheriff watching them. It was captioned, "Every spectator either a traitor or a coward."
I spent 23 years in law enforcement as a dispatcher and police reserve officer. We are not traitors or cowards. If I captioned a photo of these subjects with an adverse comment I would be run out of town. Talk about double standards.
Why did the city of Fresno allow this on a public wall?
